It seems to say to the consultant that at this time luck is not on their side. The Tower card is the sixteenth card in the Major Arcana deck. Rather than a total collapse, it may simply be a warning sign to not tempt fate. Your vision shows you that a radical change has already been unleashed by forces much larger than mere mortals, and therefore you are no longer resisting.
